- part-based terrain first.
- start building the roads, naming the (cousin) areas, signs
- planning the buildings (dif. building sizes, designs, places)
- building the buildings interior
- then script it all.

rules:
- no part larger 8 studs, otherwise it's indestructible.
- no part can be anchored apart from the baseplate.
- all builds must be anchored in studio, and unanchored in-game
