The Shattered Catacombs serve as punishment, when one is convicted of a heinous crime he is sent to the catacombs to descend into insanity and perish. His remains to be devoured by crawlers and those who have resorted to eating their own. If somebody were to escape the catacombs, they would be pardoned of their crimes as it is believed only those blessed by the Mug God may escape. Nobody has ever escaped. It seems you have been sent down to the catacombs for what you have done. Sent down to the twisted labyrinth where the condemned welcome death. Be warned, viscious crawlers and insane starving wanderers move about all throughout the caverns. Many people believe that there is also... something else... down there. I would say good luck...
